The relationship of PATHS strategies to the four key outputs.
> At the core of every output is systemic reform-whether that is the PHC clinic, at government policy level or in the community itself. This enables the system to function properly.
> Supporting that reform is a process of capacity building and performance improvement thereby providing sustainability of the new system.
> Communication cuts across the four outputs and supports the other two strategies of systems reform and capacity building.
SYSTEMS REFORM
Success in making health system responsive and efficient can only come about through collaboration among all Nigerian partners, focusing on policy, management and capacity issues.
Critical milestones in the transformation process include:
Promotion of evidence-based policy formulation backed by appropriate legislation;
Increased technical capacity for state-wide strategic health planning;
Strengthening the public and private sector delivery of health services through improvement of health systems, capacity and procedures;
Development of a coordinated health communication strategy to:
-promote health reforms and improve advocacy;
-provide the public with information on the prevention and management of priority health conditions;
-promote entitlement and access to health services;
-create demand for quality health services and ensure accountability.
CAPACITY BUILDING
Partnerships and local ownership are the driving force for the development and implementation of PATHS. To ensure this involves building the capacity of partners and stakeholders.
PATHS has a small staff at the national level to help the National and State Steering Committees to mobilize and empower these partners. Local ownership will be nurtured as partners and stakeholders drive the process of priority setting, designing, implementation and monitoring of interventions.
COMMUNICATION
Communication, the third PATHS strategy, ensures ownership, participation and understanding of all stakeholders of the goal, mechanisms of implementation and expected outputs of PATHS. In addition to supporting the first two strategies, communication seeks to create demand for quality, reliable and affordable health services by communities. It is consumer focused.
Advocacy is a component of communication. The issues of equitable access and entitlement to quality health services, particularly by the poor, will be central themes of advocacy
for reforms.
Information on priority health problems, their prevention, treatment and management is made accessible to communities through various community focused activities.
