PATHS
Transforming Health Systems ...............
PATHS is a non traditional process programme which focuses on Nigerian partnerships and local ownership.
> It is a facilitative programme that is shaped and driven by the needs and priorities of Nigerian stakeholders from the public, private,and non-profit sectors and community based organizations.
> It is managed jointly by a Consortium of both international and local health development organizations.
> Unlike many other donor supported programmes, no parallel structures are established. The implementation of the programme is integrated into existing health, development and reform initiatives.
> Multi-sectoral and multi-disciplinary Steering Committees, established by the state and national levels, will provide visionary leadership in identifying priorities in the areas of health reform, capacity building, increased access to health information, entitlement to and demand for quality services by communities, in the four focal states.
> Development and implementation of interventions will be done solely by Nigerian partners with technical support from both national and international experts.
> Nigerian partners and stakeholders jointly monitor the Programme with PATHS teams and Steering Committees. An independent organization also evaluates the Programme.
PATHS work through Steering Committees and PATHS national and state Teams.
The National and State Steering Committees are the engine for the implementation of PATHS. They mobilize partners who develop appropriate state specific strategies covering identified priority areas for implementation.
State Steering Committees review and select viable strategies and send these strategies to the National Committee for concurrence and support. The Committees also have the responsibility of monitoring implementation.
PATHS provide partners with system and capacity-building support to ensure that they and other participants have:
> a sound grasp of options and experiences in systems reform and programme design
> the techniques and methodologies for implementation
